Emachine Desktop Wont Boot Up

They are a blemish on those of us in the manufacturing industry who do maintain a proper level of integrity. The meter showed that the switch would only stay on for a second, then nothing again. Help?? I have an Old Emachines ETower 400 and it's been ticking away for 7-8 years with only a replaced powersupply fan.
